
Bush Appoints Haass as Envoy
State Department policy planning director Richard Haass has been nominated
by President George W. Bush to coordinate U.S. policy on Northern
Ireland. Haass will not carry the title of special envoy but will be an
ambassador-at-large, a post requiring Senate confirmation.
The move comes as part of a reassignment of priorities within the Bush
administration, including moving responsibility for Northern Ireland from
the White House to the State Department.
The announcement of Haass' nomination came as Bush held a private lunch
with the Taoiseach Bertie Ahern in honor of St. Patrick's Day. Haass
will report to Secretary of State Colin Powell, who is in charge of U.S.
foreign policy.There was a widespread welcome for Powell's involvement
from all the Northern Ireland political parties.
